Except in almost every gen of consoles, the first out of the gate is never the one who comes in first. The Saturn released a few months ahead of the PS1 in all regions. The Dreamcast launched around a year and a half ahead of the PS2. Even if you go back to the SNES era, you'll see the Sega Genesis launched a whole 2 years ahead of the SNES, but still ended up losing. And even this gen, Nintendo is on top, even though the Wii launched a year after the 360.
I think the most that Sony will allow between them in the competition will be a year, though. But, this time with declining prices and advancements of Blu-ray and Cell technology, the PS4 can be both advanced and affordable. I would imagine the most it will launch at is $399-$499.
