They simply have a lot of it. But they don't use nearly as much, so they sell a lot of it for other countries like the USA and still keep enough for themselves. They make a lot of money selling it outside so they don't tax their own economy with the burden of expensive gas.

I don't know, it sure is a lot less than in USA, but gas should still be cheaper when compared to those than it is on the USA.
EDIT: I was bored. Their GPD per capita is over 4 times lower than the american one, and distribution should be poorer too. Still, it's cheap.
