I haven't been in elementary school for a looooong time, but I don't agree with that, I could maybe see them turning away someone who wasn't a close relative..
I can totally agree witht he fact that BG checks for parents who pick up other children for field trips, etc but this was a public event, and he was the child's father..
Granted, you also hear a lot of storys of estranged parents kidnapping their own children, so who knows..
If it was dsister's dad though they should have let him in, noone in their right mind would want to kidnap that kid :P
