Part of me wants to think that there are technical limitations that preclude them having dialogue trees for these characters. That would be pretty satisfactory to me as an explanation. I would like to thin it's not laziness, but Shale from DAO was downloadable and she was fleshed out in all the ways I wanted Kasumi and Zaeed to be.
