If he is in California then how is he stalking you? Do you really believe you are so important that someone will spend thousands of dollars to track you down? This is one of the paranoid, and unrealistic scenarios I referenced above. You are much more likely to meet someone face to face who will stalk you then anyone on the internet even accounting for the increased contact.
