Several years ago my gym did something (somewhat) similar with their group exercise room, but I think there is a pretty major difference between the two situations. The difference is that the participants of the group exercise classes were feeling uncomfortable because there were always people watching them; and there is no indication that this pool covered their windows because of any incidents of people looking into the pool.

Basically, what I see as the problem is that this change seems to be made because there is the possibility that some people could see some swimmers when they were in their swim suit; and not because there was evidence that there was a problem with people looking into the pool.
