They did something similar at a YMCA in Montreal a couple years ago. Some Hasidics Jews wanted the YMCA to put up frosted windows because they were offended by the sight of women swimming there. It caused quite the uproar in the general public. I thought it was completely stupid back then and I still think it is.
Ruining the experience for the majority to please a few whiny individuals is nonsense. If you don't want to be seen through windows you go find a center with tinted windows. You don't go the a center with normal windows and ask them to change for you.
