From a role-playing perspective, yes. From an upgrading and leveling up perspective, ME1 is far superior.

It is superior in terms of preservation of minutia, but I don't think that makes it a better role-playing game. Streamlining can be an improvement, too. And if we agree that ME2's better for actual role-playing...


ME2 was too simple for me, I didn't feel like I was ever making progress. I felt as powerful at the beginning as I did at the end. The weapons got better, but I never felt like my character got better.


That's actually a good thing.

One that sucks about a lot of games is it's hard to make the beginning feel as good as the end.  Why should you feel weak in the beginning just because it's the beginning?

Shepard is a badass so why should Shepard be weak in the start of the game?

Well he should be a badass in the beginning, but a super-badass in the end. That might mess with the difficulty of the game, which was already way too easy.
