Content is actually the majority of a games cost. A character model could take an artist a few days to really get looking good, where as mechanics are relatively easy for a programmer. To keep a game looking visually good, every last bit of the environment is made by an artist, spending hours drawing bitmaps. If content is reused then a game can be made long, but then every door looks the same. Pre-HD that wasn't a problem, but todays gamers have come to expect more visually, and thus are getting less where it counts.
