I have to agree, but FPS devs of many series disagree for a few reasons:

1. Time-based rewards as most evident in the World of Warcraft builds a fanbase who may drop $10 to $20 per month if they ever decide to make a MMOFPS out of the Call of Duty Series.

In this sense, they are priming the fans and weeding out those who are not enamored with their game. All of it is to gauge just how big of a gamer base they would have if they turned Call of Duty into a MMOFPS.

2. Number vanity. I am fairly sure Robert Bowling AKA Fourzerotwo and his ilk flaunt stats that show Modern Warfare 2 is the most played online FPS for no apparent reason than sating their ego and keeping their job for another Call of Duty game.

3. Devs believe a fully even game with all guns available at lvl 1, no kill streaks, no death streaks, and a variety of maps that cater to all playstyles ranging from camper, sniper, run n gunner, and on will  not sell among their core audience who wants to be rewarded for their time spent playing multiplayer.

4. Status. The longer you play, the more pins and insignias you have to brag about. If the game was completely balanced, then more people would have pins and insignias, thus diluting their worth in the eyes of other players.
