That's not Valve's fault though. This usually happens because the games' publishers don't give enough keys to Valve, so you're bound to have a shortage every now and then, especially since it's Steam we're talking about.
Funny bit, the game Prey stopped selling on Steam because there weren't any more keys for the publisher to give!
