Because, putting it politely, PS3 isn't exactly in the same position as PS2 was. The first six Final Fantasies were on Nintendo systems, why wouldn't FFVII be on N64?

FFXIII started development before PS3 was even available. And on top of that, PS3 still lost the exclusive thanks to it's lower market performance.
KH3 hasn't started development yet even. Also, where did Dragon Quest go?

wow I can't believe thie is even a debate, there is no reason for kh3 to skip the ps3 or the 360 just for 3ds.

At the rate Nomura's going, I'd actually say PS4 is more likely than PS3.
Though the reason to go 3DS would be pretty obvious: sales.
