But... but... but... How can you say it is a fallacy?  Are you working on the game?  How do you know it won't happen for Versus? 

The game uses the same engine as FF XIII. But unlike XIII, which is totally linear with no backtracking, Versus has free roaming.  Which makes it a game that is realistically going be more massive than XIII graphically as far as data in concerned.  Do you seriously think they are going to cram every locations on every discs, and have only the cut-scenes and some one-shot data be unique to each discs?  How could you explain it, if they didn't manage to do it with Star Ocean, which uses a less demanding engine?
