Several things, as I see it:

* The genre of vehicle combat isn't that large.  You don't see it established the way normal FPS titles are.  Apparently not a lot of companies were able to make money on the concept.  Without a number of viable competitors, you don't build a buzz around a genre. And because it didn't get established, there wasn't really much in the way of online play involving it.   If it was a larger genre, then you would see someone trying to license the Car Wars IP and using it for a game.

* Another reason for car combat games not being that large is the control issues.  Not saying they are bad controls, but the combining of driving and shooting is challenging for a number of people.

* It has been a LONG time since the last Twisted Metal game.  And it wasn't like the entire Twisted Metal franchise ended up being seen as stellar with every release.  My understanding is that it went downhill until Twisted Metal Black was released.  But, apparently Black didn't do that well, because there weren't any sequels.  Oh, the PSP did get a Twisted Metal game though, but only one.

* Vehicle combat, when it does exist, gets put in with FPS titles, as part of it, not the main thing.
