Ramping up production is very complicated. There are the factory issues, but this is not usually a problem (you can always outsource but this can take 4-8 months). The usual issue is components. Some of the components are simply not available unless the component manufater is willing to open another factory. A good example is audio connectors. At one point in the DVD player boom this was a component that was very hard to get. The leadtime on orders was over 6 months since the manufacters of this one component were at capacity and no one was opening new factories. The EE Times article doesn't really deal with the component availability (they mention the components are standard but not the quanity available for order, getting another 1 million a month is different from a lot of 1000 being available).  http://www.eetimes.com/news/latest/showArticle.jhtml?articleID=204702191
Remember everyone in the supply chain might need to build another factory not just Nintendo, and this is a complicated process.
