I agree that Nintendo's aversion to piracy makes this a bit hard to believe.

However, I also think there are two things worth considering:

1. Nikkei has had an excellent track record on reporting previously unknown information about Nintendo products.
2. There was a discussion in one of the Iwata Asks segments about how Nintendo briefly considered adding a second cart slot to the DSi. The idea was to increase the number of games available to play at any moment, without the burden of carrying around a bunch of other extra bits. Apparently some of the designers really liked this idea, but ultimately gave up on it due to design/size limitations.
