Yes, it will definitely just be for Valve games. Even more significant than buying once for multiple platforms is the possibility that Valve could make their awesome modding community's work accesible to players on the PS3, expanding the audience for their user made mods signicantly. Valve games and Steam could become like another LBP on PSN. I could be wrong, but I suspect this is part of the draw of the PSN community, as we know microsoft won't allow stuff to be integrated like that on Live at this point.
