The European consumer advocates show that did a piece on the Xbox 360 scratching discs estimated it only costs about $0.03 to add rubber bumpers to the laser lens assembly which is what comes into contact with the disc surface when sufficiently jarred.

From what I understand, that's what the later DVD drives in the 360 had; not sure why they sourced OEM drives without the bumpers in the new consoles.
