Go watch some of the Killzone 2 trailers then rewatch the Killzone 3 trailer.  Or hell, just look at some Killzone 2 screenshots.  The difference becomes far more noticeable then.

It was 30 FPS.

With occasional dips as low as 24fps. 

They were around more than enough to warrent using  a word other than occasional.
