The concept of DLC is a good thing, but your'e right it does tend to get abused.
The ironic thing for me is that the better the game, the DLC either tends to be free or very cheap.
And yes we can do something about it, don't buy it. Until then developers will keep churning them out, and it will increasingly figure in the design of a game.
