Thats where your wrong, During the onterview which talKed about tri-Ace overhauling there ASKA engine they revealed that SO4, ROF and a third game(the one there working on now) have been in development in the exact sam time..didn to you find it interesting RoF was annouced with the game over 70% complete?. tri-Ace is always working on multiple gamed and always has something to show has something to show..always. btw tri-Ace is not really a handheld developer at all so i really dont expect them to to do them other one... tri-Ace has it made so they dont have to.

EDIT: the 3rd game will  be the 1st next generation ASKA engine game and its VP3...I know it.

Takayki Suguro and Masaki Norimoto are the driving forces behind Valkyrie Profile, and they (and their team) made EOE.  You can keep hoping, but it's probably not going to be VP3 (yet)... the 3rd game is probably something new and from a rising/new director and partially outsourced, like Radiata Stories and Infinite Undiscovery were.

And yes, tri-Ace makes DS games inhouse.  They basically have a full DS team now, who hasn't done anything since Covenant of the Plume.
