Trying to stay away from 1st parties, I'd say either Capcom (who's future schedule outside DS/PSP is looking sort of light) or Sega (who I think is going to get heavy on 3DS early on). Level-5 may also surprise us with their US subsidiary taking over and (hopefully) announcing a ton of localizations (2nd Layton trilogy, Inazuma Eleven, Ninokuni, Sloan & McHale, Little Battlers, Fantasy Life, etc)
