Cocoon Fal'Cie wouldn't be able to control the people as easily as they did. 

Thus most of the chapters after chapter 4 wouldn't have any logic to it, especially chapter 7, where the people of Palumpolum are dying with fear of Snow and Hope. 

Nautilus fireworks wouldn't happen in chapter 8. 

Cocoon wouldn't be in a weakened state, meaning that Orphan and Eden would be nigh-impossible to destroy. 


That boils all down to:

"It made Cocoon fear Pulse"

But it didn't.

Dysley wanted Cocoon to fear Pulse through any means, and he used that war and other factors to do so.

If there was no war, he could have done it just as easily.
