My reaction to the title of the thread:
Oh, well that makes sense I guess. Consumer electronics are a luxury so it makes sense to tax them rather than food or transportation.
My reaction upon seeing what the tax is for:
That's just stupid. Let them adapt or let them die. The internet has killed before and it will kill again, there's no sense trying to stuff the genie back into the bottle.
