Graphics are very conducive to a good atmosphere. (I think music is better though)
Take Final Fantasy X for example. You wouldn't get anywhere near its atmosphere with NES sprites.
But nowadays in the 3D era, technological graphics are pointless to debate over. Art style is more important than the technology (although I supposed technologically advanced graphics is an art style, haha).
