Some have additional dubs. Although last one I played in German was Koudelka or Grandia, and then I also happened to hear Disgaea 3 in French. Not sure about FFXIII specifically since I got the Japanese version.
I don't remember the German dubs as bad ... even though it was a long time ago and I have no clear recollection. Then again German dubs are generally pretty often pretty good, at least film/TV ones. Makes sense as well because they dub everything and there is a lot to dub compared to how much needs English dubbing - the industry's way more developed, it seems.
