Probably, the most obvious answer is "warning and choice" ...
I don’t think you’d find many Somali Pirates who would tell you to turn around or they would board your vessel. On top of that, I don’t think you’d find many Somali Pirates who would allow the people, their vessels and their belongings to return to international waters after it had been boarded regardless of whether the passengers and crew co-operated.
Don’t get me wrong, Israel is in the wrong but so are the passengers and crew. If either (or better yet both) approached this situation differently there would have been massively different results.
