This is listed as a rumor... If you ask me this is a story meant to fish for clicks.
If you look at the games faults, you see that it fails at most basic things. (shooting, stealth gameplay and visuals)
The concept is actually quite brilliant. So no, it should not have been scrapped, but devs should have been better to implement better gameplay elements.
