If the USA didn't have such idiotic gun laws in some states then the Mexican people wouldn't be able to get so much weapons that easily. A lot of weapons of Mexico were smuggled into the Mexican border from the USA(I think primely Texas, but I could be mistaken)
That would already solve a -little- bit of the problems there. How they will handle the drugs cartel problem in Mexico is beyond me. It's getting really out of hand.
