Sadly proper usage is not universal. The usage in the article is entirely wrong. I'd guess the place that wrote it originally is third rate as they quote him wrong (none instead of non) and use parenthesis and brackets completely incorrectly, and randomly. No specific offense meant to them, but it is hard to view a new source as credible if it fails to use proper spelling and grammar.
