Why do games come out in Japan first ?

This depends largely on publisher. Nowadays games tend to come out in NA first because NA publishers are winning marketshare from the Japanese. However games from Nintendo for example almost always come out in Japan first simply because thats where their developed. However Nintendo has been improving over the years translating games into english while their in development or delaying games until the english versions are complete.

The Japanese who like FPS games probubly wonder to themselves, why does America get all their games before we do!
