It's a contender but it'll have to be pretty damn good..
As of right now I'd say the top contenders are (in this order):
- Super Mario Galaxy 2
- Red Dead Redemption
- Mass Effect 2
- God of War 3
With the following as long shots that may get it from one or two small sites:
- Bayonetta
- Heavy Rain
- Alan Wake
That's only the first half of the year.. We still have a number of titles to come that could very well surpass these as a clear winner of GOTY awards from a lot of sites..
Things like:
- Portal 2
- Zelda Wii
- The Last Guardian (if it releases this year)
- Natal Projects
- Move Projects
- Halo Reach
- Agent
And many that haven't even been announced yet..
Basically.. GT5 would have to get every aspect to 99% perfection and it'd have to have a whole heap of great new content that hasn't been seen in the racing genre before. I know it'll be an awesome experience and I'm really looking forward to it, but it has a lot of tough competition for GOTY.
