I think it'll be 1 exclusive for PS3 every 2 years, and their other dev doing the multiplatform, unless they intend to expand the studio.

I think you hit the nail on the head, one of their studios has been working for a LONG time on a game(perhaps the multiplat is the reason it's been so long). I think one dev team works on PS3 and the other multiplat since they do have two studios.
