Um... seriously?
It looks like you're forcing the PS3 to only display at 1080p instead of also keeping 720p and 1080i selected. Thus, if a game doesn't support 1080p, it will be forced to display in 480p because you're not allowing it to display in 720p or 1080i.
*edit* In fact, a lot of them don't support 1080p. Look at the back of a PS3 game case and it'll give you the "supported HD video output" of that game. Killzone 2, for example, supports 720p and 1080i (you can also force it to 1080p too) while Little Big Planet only does 720p.

To make my dashboard HD i have to go to
Settings/ display settings/ resolution
In order to make my games HD, i have to go into
Settings/ gamesettings/ resolution
Why must these be 2 different things? WHo the hell wants a SD game with a HD dashboard??????

I don't know why the dashboard is so confusing. With the XMB, however, all you have to do is go to the settings column, scroll down and find display settings, choose your input method and tick the resolution boxes.
The XMB will display at the highest resolution you had selected and games will automatically display at 720p.
