Oddly i would say that though Microsoft won E3 last year, they had the most embarrassing of it all, so i wouldn't rule this year's likely winner out. Embarrassment is not linked to being lacklustre, i would say, though it usually is. Microsoft came away with the hype, but i don't think any moment last year quite matched "Bam: there it is" in terms of facepalm-worthiness.
Nintendo could definitely have a horribly embarrassing showing of Vitality Sensor, but walk away with the most hype from 3DS and Zelda. But if i had to guess i'm going to say that Microsoft is going to embarrass themselves over Natal again this year. But that's just a guess.
