ah didn't see this thread before so here's my grain of salt:
PS2 BC ensures that people who wanted to play these games already did. (I personnaly played PE1-2, FFIX and a few other PS1 games on my PS2 (upped graphics or so I was told :p)).
Also the marginal increase of quality from 1 gen probably did not warrant the costs...
