Anyone else agree Ultimecia is one of the best FF villains?

I don't consider him too much of a villain though. An antagonist, sure, but not a villain.

 

Venat's motives are completely different from total destruction. 

Venat wanted to go against the will of the Occuria, to give mankind their rightful place in Ivalice, ending the era of the gods (the Ocurrians).

Kefka just wanted to become god itself, if he had to destroy to world to do it, then it didn't matter for him. 

I would argue that you have it backwards with Kefka - he just wanted to kill people and destroy lives, and becoming an all-powerful force of nature was just a means to that end.

Well, if that was indeed his final goal, he could have just completely obliterated the world right? He reveled in the pain and the suffering, what better way than to experience a cataclysm of pain than to become a god of mysery himself? 

He actually didn't want obliteration, he took happiness in the suffering of others, and simply killing everything at once wouldn't be fun.
