I don't consider him too much of a villain though. An antagonist, sure, but not a villain.

 

Venat's motives are completely different from total destruction. 

Venat wanted to go against the will of the Occuria, to give mankind their rightful place in Ivalice, ending the era of the gods (the Ocurrians).

Kefka just wanted to become god itself, if he had to destroy to world to do it, then it didn't matter for him.

Maybe Ashe & co. were the villains.

 

Actually, I think that the true villain was Dr. Cid. 

Like Kefka, he wanted the power of Venat for himself, the knowledge of the Ocurria proved too much of a temptation for him. Vayne just got caught in the conquest craze and went along, proving to be a valuable asset for Venat in the end, but nowhere comparable as Cid.
