Venat's motives are completely different from total destruction. 

Venat wanted to go against the will of the Occuria, to give mankind their rightful place in Ivalice, ending the era of the gods (the Ocurrians).

Kefka just wanted to become god itself, if he had to destroy to world to do it, then it didn't matter for him. 

Yes, I know. That's why I said I don't consider him a villain.

Actually his motives were kind of noble. Don't even know why he had to die in the end.

 

Maybe Ashe & co. were the villains.
