My question sparked a thread! Yay!

Like I said before, she pops up at the end of the game, with practically no back story, some stupid time compression stuff.

For me vilains are good when you get to see them be evil, when you get a sense of who they are during the game.

Let me put it this way, Kefka would have sucked if during the whole game you were going after Ghestal and the Empire and then at the end they would have sprung him out of nowhere saying : "Here's your final boss, he's really evil, take our word for it"
