If the boys were actually capable of rape, physically. I know I couldn't have at that age physically so I can't see some ten year olds being capable of that. I would have to blaim the parents and society in general which the parents should have shielded their kids from. It seems sex is pushed everywhere in society and its every parent's responsability to protect their kids from such content.
The ten year old boys should have been watched by their parents the 8 year old girl by hers. The boys would not even know about sex and the act of having sex if their parents did a proper job raising them.
