How about Stop on Vanille. That way Vivi wins the battle by default.

Vanille can simply Silence, Slow or Stop in the same attack phase, while Vivi is still preparing for a single cast. 

Vanille doesn't have Silence or Stop in her castings!

Therefore, Stop = Vanille loses.
