Well you know, there are cases in which I prefer text only and this is probably one of them. I don't think there should be voice acting at all, if it's not going to be done properly. If one or two characters sound bad and the rest are fine, then it's alright. But if they're all mediocre, text only please! It could hurt the sales (because some people might think the game looks cheap) and they've spent extra money for it.
But when it comes to game ratings, it's a lose-lose situation for a company like this. I mean they probably can't afford to hire higher profiled actors, so it's either they lose a few points in ratings because of bad voices or they lose points for none at all. >_
