For xbox 360 it is only slight improvment, the best of 360 we have already seen!!! Sure IT IS possible to push more out of the consoles but they wont bother to, so we could say that 360 will be maxed with Gears of War 3!!!
Edit: one more proof that 360 is "maxed" is that games like alan wake and hale reach instead of increasing the resulution they decrease the resulution to 540p which is only sub-hd!
While PS3 games you see still increasing the resulution, even if they are best looking games this generation - God of War 3 = 1080p and Gran Turismo 5 = 1080p
