Oh, I agree that its the parents fault. I would ask them why they weren't there to turn the TV off, unplug the internet, or supervise her time with friends to make sure she wasn't learning about rape at such a young age.

Parents just simply don't give a rats behind about their kids. America is really bad about that...There is usually a huge correlation between stable families and parental supervision, and the overall positive behavior of their kids. My county is a great example of it. Test scores are horrible in the one area where parents just throw their kids on a bus, and don't make them accountable (nor the schools) for performance.
