You are right, the EU did talk about that but as far as I am aware it ended in nothing or at least left public opinion, it seems it's only ISPs and EU government that even thought it was a good idea.
If it did happen say good buy to 95% of websites around the world because people just wouldn't pay for stuff like that and those website can't afford to pay the money to get into the top price band.
It's a joke that anyone even considered it.
