Is that the British way of solving things? I don't know, but pumping more money into things isn't always the answer.
I knew what sex was when I was 8 (although I didn't know the complicated workings of it), and I definitely desired sex (or at least liked girls) when I was 10. This event is a tragedy, sure, but things like this aren't widespread. Nothing more wrong needs to come of this.
