You might think so, but Spartan II's are the ultimate case of "they don't build 'em like they used to." Spartan II's were by far the most advanced - it's why so many died. Not because they didn't know what they were doing, but because the genetic enhancements were so vast, a lot of the subjects simply couldn't handle it. Spartan III's however are far less enhanced - in fact there's virtually no risk of them dying due to the far less intrusive modifications. Spartan II's only had a very small pool of candidates that were even genetically suitable to TRY those modifications on. And even most of them died. Spartan III's were more along the lines of throw-away Spartans. Cheaper, weaker, but far more effective than marines or even ODSTs. |
That would be wrong. They went through the same procedures (Plus one extra which was authorized illegally *green*) but advances in medical science made the success rate 100%. Everything else you said was correct. I believe the liquid in the trailer may have been this drug or pehaps the IIIs in Noble Team never had it. They don't see like throw-away Spartans and are quite high ranked.

The Spartan-IIIs underwent enhancement procedures similar to those of the Spartan-IIs, but with higher success rates due to the advances in technology. The rate of survival went up from 44% for the Spartan-IIs to 100% for the Spartan-IIIs

| Drug | Description | Effect |
|---|---|---|
| 8942-LQ99 | "carbide ceramic ossification catalyst" drug. | Skeletons become virtually unbreakable, allowing survival in harder impacts. |
| 88005-MX77 | "fibroid muscular protein complex" drug. | Increased density of individual's muscles, allowing heavier lifting. |
| 88947-OP24 | "retina-inversion stabilizer" drug. | Color sharpness is significantly improved upon, and night vision is adapted. |
| 87556-UD61 | improve the colloidal neural disunification solution | Greatly improves the individual's reaction time, decreasing the time taken to react significantly. "Spartan time". |
| 009127-PX (cyclodexione-4) | bipolar integration drug | Counters the effects of 009762-OO. |
| 009762-OO | Neural-altering non-carcinogenic mutagen. | Alters key regions in the individual's frontal lobe. Enhances aggressive response to dangerous levels. Requires regular doses of 009127-PX and 009927-DG are to be taken to avoid uncontrollable aggression. |
| 009927-DG | miso-olanzapine |
counters psychological effects of 009762-OO. |
