There have been a lot of whinny characters on previous FF's, and even some main protagonists have gone through whinny phases in the game span.

FFIV - Cecil and his emo/whinny side as a Dark Knight
FFVI - Ceres after the World Ends
FFVII - Cloud and his entire moody attitude
FFIX - As you said, Vivi, but IMO he's far from being the best character in the series

Nope, but if you want to argue why Vivi isn't even remotely far from being the best FF character, bring it on

There's nothing to argue since Vivi is amazing.

If you think otherwise, you're wrong.

 

Given that Vivi was just an attempt at personification of the old Black Mage from FF1, then he falls a bit short of amazing

If you want some actually good Black Mages, then Palom and Porom are better than Vivi anytime xD  

Him looking like an FF1 black mage was a throwback.

He was not an attempt at personifying it. The idea for his character did not stem from "Hey, you remember FF1? Let's make a real character of the black mage.

His backstory is great

His personality is great.

I don't even have to get into why FF4's characters were not all that great.

And Porom was a white mage.

And they were the generic brother and siter (except for that one non-generic thing).
