There have been a lot of whinny characters on previous FF's, and even some main protagonists have gone through whinny phases in the game span.
FFIV - Cecil and his emo/whinny side as a Dark Knight
FFVI - Ceres after the World Ends
FFVII - Cloud and his entire moody attitude
FFIX - As you said, Vivi, but IMO he's far from being the best character in the series
